Package: protobuf-c-compiler

The .c and .h files generated by protoc-c use the
<google/protobuf-c/protobuf-c.h> header file. This header file is
provided by the "libprotobuf-c0-dev" package. However, since
"protobuf-c-compiler" neiter depends on nor recomments this package,
actually compiling these files into objects or binaries will fail and an
easy but annoying egghunt for the missing include ensues.
I'd prefer if "protobuf-c-compiler" would depend on
"libprotobuf-c0-dev", especially since the recursive dependencies are
negletible (only "libprotobuf-c0" will be pulled it in addition).
However, I am aware that this is not strictly _necessary_ for protoc-c
to function and would therefore settle for "recommends".
