I attempted to create a chroot and virtually all operations fail within.

The following steps were performed:

# debootstrap --variant=buildd --foreign --arch powerpc wheezy debian_powerpc 
http://ftp.debian.org/debian/
# cp /usr/bin/qemu-ppc-static debian_powerpc/usr/bin

So far, so good. Then I tried performing the second stage of
debootstrap. This fails.

Googling I came upon https://bugs.launchpad.net/qemu/+bug/1052857 but have not 
had a chance to try the included patch.

As you noted, this problem has been fixed in 1.5.0.  Closing
this bugreport now.  Additionally I verified that current 1.7
version works fine on a amd64 system, -- I can complete debootstrap
successfully and install and run some other software.  It still
does not run multi-threaded software correctly (eg most java stuff)
but basic functions work.
