README.Debian has instructions on obtaining and installing vc-svn.el
which could be simplified a little with two small changes:
First, change the last paragraph of README.Debian from
Place it in /usr/local/share/emacs/21.4/site-lisp/ or elsewhere in
your autoload path. Then ensure that 'SVN appears in the list of the
custom variable vc-handled-backends.

Place it in /usr/local/share/emacs/21.4/site-lisp/, then uncomment
the contents of /etc/emacs/site-start.d/50vc-svn.el.
Secondly, change the path in /etc/emacs/site-start.d/50vc-svn.el to
refer to /usr/local rather than /usr.
Without a change like this, there's little point retaining
50vc-svn.el.

The vc-svn.el maintained by subversion was only relevant for Emacs <= 21.
Newer versions of Emacs ship with vc-svn, so those instructions were
removed from README.Debian.
Closing this bug as it doesn't apply anymore.
