Twinkle's build dependencies currently require pulling in both
libgnutls-dev (corresponding to libgnutls26) and libgnutls28-dev,
which conflict with each other:

  libucommon-dev depends on:
  - libgnutls28-dev
  twinkle build-depends on:
  - libcommoncpp2-dev (>= 1.4.2)

  libgnutls28-dev conflicts with:
  - --virtual-gnutls-dev

Likewise, the amd64 build has runtime dependencies on multiple
libgnutls* and libucommon* versions, which are liable to clash -- it
