Quite often (but far from always) the first mouse-down-1 in the scrollbar
of a new window does nothing. Repeating the click does the charm, and from
then on it works.
I don't know; I would just revert to the no-toolkit 2d scrollbars for now.
See also bug #155137, and consider that absolutely _no_ additional
functionality has been gained, in fact some has been lost (C-mouse-2 no
longer splits windows, as the manual confirms). This change is all for
Windoze like prettiness' sake.
