When laptop returns from sleep, mate-powermanager uses mate-screensaver to lock.
It works, mate-screensaver fades out and lock the screen.

However, it's not only takes time, but expose the screen contents to 
unauthorized user.
While someone may find it fancy, there should be choice given to user.

There is no such package in Debian (yet?). Please report this to where 
you obtained the package from.
