The freeciv server listens on ::, aka accessible from anywhere, without
any note to the user that he now hosts a globally accessible service.
A server that is only meant to be used by one user should always prefer
UNIX sockets over everything else.

Thank you for filing this bug report which I'm going to close now.
Apparently this issue was fixed in version 2.4.0-1, as confirmed by one
of the upstream developers of freeciv, but someone forgot to close the
corresponding bug report.
