The helpful admonition to purge the hotplug package comes too late,
because by then it is already uninstalled:

Unless you know of a way to purge an already-removed package (if so I'd
like to hear it), this means that one has to downgrade udev, reinstall
hotplug, then purge hotplug and upgrade udev.
Incidentally, because of the incredible difficulty of dealing with all
the interactions udev has (I don't envy your job), perhaps there could
be a website with pre-upgrade instructions (e.g. such-and-such kernel
required, purge hotplug, etc.)

If /etc/init.d/hotplug exists then the package has not been purged.
