I installed k3b and started it up.
I got a warning that it would be a much better idea for cdrecord to
run with root privileges, and a seemingly fatal error that k3b
required cdrdao executables.
It then asked me if I wanted to proceed with setup, which apparently
would change cdrecord to run as root.

This raises a lot issues, and I'm unable to judge their importance.
Possibly, further information in README.Debian would be sufficient to
handle the problems.

1. If cdrdao is required, why isn't it a dependency of the package?
2. If it's not required (and I thought cdrecord would suffice), then
the message should not say "K3b uses cdrdao to actually write CDs.".
3. Does the setup actually change cdrecord to run as root (if asked
to)?  It seems undesirable to have one program fiddle with the
installation settings of another.
4. If it can do that, is it a good idea?  In one of the other bugs the
advice seemed to be that k3b should be run as root.

Finally, I know that it was necessary to create a kind of fake SCSI
device for ATAPI CD-R's.  Is that still necessary?

I agree with you, but we are unfortunately waiting on cdrdao for this one.
Until cdrdao lowers its priority, the Debian policy doesn't allow us to
depend on it (to avoid circular dependencies I guess).

It uses both actually.  cdrdao is necessary if you want to burn a CD without
blanks between songs for example.   That's why k3b will depend on both.

The k3bsetup program is supposed to handle this kind of configuration, but I
personally run k3b as root to avoid all cdrecord issues.  It is unfortunate
that k3b users have to deal with these cdrecord problems, but running k3b as
root seems to be a good work-around for the time being.

I believe that starting with Linux 2.6, this is no longer necessary.
