There is a circular dependency between strongswan-ikev1, strongswan-ikev2,
strongswan-nm and strongswan-starter:
strongswan-ikev1 :Depends: strongswan-starter
strongswan-ikev2 :Depends: strongswan-starter, strongswan-nm
strongswan-nm :Depends: strongswan-ikev2
strongswan-starter :Depends: strongswan-ikev1, strongswan-ikev2
Circular dependencies are known to cause problems during upgrade, so we
should try to get rid of them.

This was fixed in 5.1.1-3 by demoting the strongswan-charon dependency
to a Recommends: in strongswan-starter.
