I do not see /proc/sys/vm/background_ratio but we have
/proc/sys/vm/dirty_background_ratio
Is this right?

This setting is not coming from tracker-miner-fs.
We do install /etc/sysctl.d/30-tracker.conf (which increases
fs.inotify.max_user_watches) and as part of that reload the sysctl
settings in postinst.
Please check where the sys.vm.background_ratio setting is coming from
and file a bug against the affected package.
For that check the files /etc/sysctl.conf(.d)/*
