I think harden-clients should conflict with telnet-ssl. Although
in principle telnet-ssl is more secure than telnet because the
connections are telnet encrypted, the version of telnet it
installs still allows the user to telnet to servers which don't
support ssl, and without much warning (unless you watch
carefully). Plus telnet-ssl still lacks several good
security features which ssh has, so it would be a good way of
encouraging users to migrate to ssh.
