Managing the various configurations in etc/ would be easier
if programs reserved separate directories for their settings.
E.g. placing this under version control alone:
/etc/debarchiver/debarchiver.conf
is easier than mololithic /etc. E.g. CVS/SVN could be used
to control only the debarchiver portion.
