Package fails to install in chroot environment when policy.rc is used to avoid daemons getting startet. This affects building live systems as well as containers.

Hi,

sorry I am closing this bug because:
- otrs *requires* a working database setup
- that's why debconf comes in about dbconfig-common
- it should die (btw dbconfig-common exits) if it can not setup the database
