Happily using emacs, and all of a sudden I lost the ability to switch
frames (but not buffers):

I was using tramp with an .rvt file and therefore two-mode-mode.
What's really weird is I can't even quit:
save-buffers-kill-emacs doesn't exit. kill-emacs finally quits the
thing.
This has only started happening recently.
