Mouse support for the console - for example to use menus - would be a
great enhancement for emacs.

The current Emacs, 24.3, has gpm-mouse-mode for using the mouse in the console.
There is also xterm-mouse-mode.
The next release, 24.4, will support menus on text-mode terminals.
