     My tab-stop-list variable is set at (5 10 15 20 25 30 35 40 45 50
55 60 65).  

     My indent-tabs-mode variable is set at `nil'.

     I normally use (paragraph-indent-text-mode) as my default, but
often use mail-mode, which I have not been able to change from
indent-relative mode.  

     About half of the time, a tab at the start of a paragraph is five
spaces, as specified in tab-stop-list, but it frequently is 2, 3, 7,
or 8.  I have experienced inital tabs of 20, 25 and, once, 55.

     If more than the intial tab is used, I have observed tab stops at
3, 6, 11, 17 and 7 15 20 25.

     Tab behavior in emacs20 appears to be completely random.

I think the previous messages, 5 years ago, explained that there isn't a bug 
here.
(If you want changes in Emacs tab-handling behaviour, I suggest opening a 
report directly with upstream. It seems unlikely to change though.)
