kicad currently FTBFS on hurd-i386 because it assumes that version 2.9.4
of wxwidgets implies the support of files watcher. It however depends
on the underlying OS support and enabling it in wxwidgets. Testing
wxUSE_FSWATCHER should be used to know whether it was eventually enabled
in wxwidgets, see attached patch.
