When I try to create a virtualenv for python 2.6, all packages get installed
into it even if --no-site-packages was not specified and the packages are
available in the system directory.
I use `python2.6 /usr/bin/virtualenv /path` to do this.

I cannot reproduce this in 1.11.6 either, so I'm closing this bug. Feel free
to re-open with a reproducible test case if it's still a problem.
