Package: php5-cli
Version: 5.5.7+dfsg-2
Severity: wishlist
File: /usr/share/man/man1/php5.1.gz

We read
       --interactive
       -a Run PHP interactively. This lets you enter snippets of
                      PHP code that directly get executed. When readline sup-
                      port is enabled you can edit the lines and also have
                      history support.

However there is much more to the story. The Debian man page should mention
more of it:
http://www.php.net/manual/en/features.commandline.interactive.php#108006

php5 (5.5.2+dfsg-1) unstable; urgency=low

  * New upstream version 5.5.2+dfsg
  * Update and refresh patches for 5.5.2 release
  * Add handling for mpm_itk to libapache2-mod-php5{,filter}
    (Closes: #720278)
  * Add php5-readline to php5-cli Recommends to hint that it's needed
    for functional php -a
