Hello,
I just noticed that python-debianbts doesn't use any setup.py files, and so you
have to play dirty games in src/Makefile to install in the location
python-support will look into.

I think the easiest thing to do is to write a very minimal setup.py and use it
in key debian/rules targets (install/clean).

In case there's one there, if you move debian/rules to dh7, then you can even
use the tiny rules file, since dh will automatically detect the setup.py, check
if python* is in Build-Depends, call the right "python setup.pt <action>" in the
rigth targets and then call python-support helper script. I seems a win-win
move :)

Regards,
Sandro
