Package: sysklogd
Version: 1.3-33
Severity: wishlist

Please add this code to /etc/init.d/sysklogd. Packages needing a log
socket in a chroot jail will be able to register it in the file
/etc/default/syslog.sockets. There are no bashisms.

if [ -f /etc/default/syslog.sockets ]; then
  while read sock; do
    sock=${sock%%#*}
    [ -z $sock ] && continue
    SYSLOGD="$SYSLOGD -a $sock"
  done < /etc/default/syslog.sockets

You did not even bother to reply to this bug in almost six years, so
it's obvious that there is no point in keeping it open.
