Hi there

I used to mirror security.debian.org via rsync, but since the
recent security compromise, the config appears to have changed.

It seems that rsync is no longer enabled on that machine.

In searching, I found bug #170359 (23 November 2002) in
archived status indicating that there was a similar problem
about a year ago.

I've tried this from multiple hosts, both in south africa
(where I am) and overseas, and since they all failed in the
same way, it appears it's not enabled at all (as apposed to
me being in a denial list or similar).

As per the previous bug, the rsync module used to be named
"debian-security".
