mime-codecs is slow (#324929), does not work
correctly(#324935), mostly unmaintained upstream, has very few things
that depend on it, and can be replaced by a one-liner Perl script
that is faster and, better yet, actually accurate.
Please remove it from the archive.

mime-codecs. (fixes: #213443).
* Bug fix: "vm: Skip byte-compilation when already done", thanks to
