When I set the project start date from "Project" -> "Edit Project
Properties," the date sometimes shows up correctly on the Gantt chart,
but the next time I view the "Edit Project Properties" dialog box, the
start date is definitely set back one day. Repeatedly bringing up the
dialog box will keep moving the start date back.
The problem is 100% reproducible on my end if I set the time zone to a
US zone (EST5EDT, US/Pacific, etc.), and goes away if I set TZ=3DGMT
(although I have not tested the rest of the program to see what effect
this has). I first noticed this with a GMT offset of -4 hours, and it is
currently showing up with an offset of -5 hours.
