The upstream source package puts all of these files there:

chap-new.h ecp.h ipxcp.h md4.h pathnames.h sha1.h upap.h
chap_ms.h fsm.h lcp.h md5.h pppcrypt.h spinlock.h
Could you include all of these files in ppp-dev also?
