When root has a .wgetrc, that contains "verbose = on", wget
is unhappy with the "-q" option used by get-upstream-version.pl.
It says:

failed to read http://www.adobe.com/ at get-upstream-version.pl line 48.
ERROR: failed to get upstream version

To fix this, it should work to use "-nv -q", not just "-q".
This is needed in get-upstream-version.pl, and may also be needed
in /usr/bin/update-flashplugin-nonfree.
