Hi,

I've got an up-to-date jessie system configured like this:

        alexander@shepard:~$ cat /etc/default/locale
        LANG=en_US.UTF8
        alexander@shepard:~$ cat /var/lib/AccountsService/users/alexander
        [User]
        Language=de_DE.utf8
        XSession=default
        SystemAccount=false
        alexander@shepard:~$ gsettings get org.gnome.system.locale region
        'fr_FR.utf8'
        alexander@shepard:~$ 

I'd therefore expect to get a German interface with French formats when
logging into my user account. However, this is what actually happens:

        alexander@shepard:~$ locale
        LANG=en_US.UTF8
        LANGUAGE=
        LC_CTYPE="en_US.UTF8"
        LC_NUMERIC=fr_FR.utf8
        LC_TIME=fr_FR.utf8
        LC_COLLATE="en_US.UTF8"
        LC_MONETARY=fr_FR.utf8
        LC_MESSAGES="en_US.UTF8"
        LC_PAPER=fr_FR.utf8
        LC_NAME="en_US.UTF8"
        LC_ADDRESS="en_US.UTF8"
        LC_TELEPHONE="en_US.UTF8"
        LC_MEASUREMENT=fr_FR.utf8
        LC_IDENTIFICATION="en_US.UTF8"
        LC_ALL=

This kind of setup used to work in wheezy; I'm not entirely sure when it
stopped working. I'm also not entirely sure if GDM is actually still
responsible for setting the locale when a user logs in. If this isn't
the case anymore, please reassign the bug accordingly.
