The Spamcop plugin, located in
/usr/share/perl5/Mail/SpamAssassin/Plugin/SpamCop.pm is currently configured to
use the submission (587) port to send reports.
Spamcop recently changed their smtp infrastructure and are no longer accepting
connections on port 587. You now need to use the standard smtp (25) port
instead.
