As you can see from the debconf answers below, the default encoding
should be UNICODE. However:

I think itbc was created with the previous postgres version in testing
(7.3? the version before the latest initdb). invoicer was created with
this version.
(The upgrade from 7.3 to 7.4 might of been done with
'/usr/lib/postgresql/bin/postgresql-dump -t /tmp/db.out3 -dcivlp
/var/lib/postgres/data/../data.save'
not sure. It had to be done by hand... but you already know that bug.)
Anyway, I think I can only fix the default encoding with initdb, right?

Hi Anthony!
This bug is open since ages, and it did not happen for anybody else (I
did a fair number of woody->sarge unicode database upgrades myself).
Also, sid has a completely different upgrade system which should avoid
this kind of problems entirely. Therefore I close this bug in
etch/sid.
I'm pretty convinced that it does not affect a woody->sarge upgrade
either, but I just leave the bug open in Sarge. Can you reproduce this
bug somehow? If so, we could try to push something into sarge-updates,
otherwise I'd just close the bug in sarge, too.
