ptex-jisfonts is not installable in sid. The reason is that:

ptex-jisfonts depends on ptex-bin (>= 2.1.10)

ptex-bin depends on texlive-lang-cjk (>= 2011) 
  this holds for both the version of ptex-bin in sid and in experimental

texlive-lang-cjk conflicts with ptex-jisfonts
  this holds for both the version of texlive-lang-cjk-bin in sid and in
  experimental

Note that the package(s) have simply been removed from the tag
