Currently, all site-specific mods must go into /etc/cups/cupsd.conf.
However, when a new version of cupsys is release, it can get over-
writen (or new feature of cupsd.conf will go unrealized).

If an "Include /etc/defaults/cups/cupsd.conf" is put in the end
of /etc/cups/cupsd.conf, then site-specific mods can be retained,
no matter what new goes into /etc/cups/cupsd.conf.
