I noticed that in the ouptup of virsh nodeinfo command, the cpu frequency is
1600 MHz when the real value is 2930 MHz.
The host and guests report the frequency correctly, as 2.93 GHz.

CPU speed looks correct here and changes when cpu freq is changing so
closing this one. Please reopen if this is still an issue for you.
