Hello,
I just discovered that Ubuntu and Debian diverge on the packaging of
ZendFramework. The Ubuntu package predates the Debian package and it's
sad that you were not aware of its existence when you started your work
for Debian.
It's about time that we fix this. I just filed a similar bug on the Ubuntu
side (and I subscribed you):

It would be nice to find a way to use a common source package for both
distributions. This will involve transitional packages however.
I agree with Stephan that "zendframework" is not the correct name and
that "libphp-zendframework" would be better. zendframework can then be a
meta-package depending on libphp-zendframework and the -bin package.
It would be nice to have the ZendX addons packaged in Debian too so
that Ubuntu can also depend on a package synced from Debian for this.

AFAICT, the Ubuntu package hasn’t been updated in years (version 1.11.11
was released on 2011-09-29), the 1.11 branch is not maintained upstream
for a while, and there are plenty of known open security issues with
this version, so there is not much to merge.
Anyway, as per #721262, some new version 2 php-zend-* packages already
made it into Jessie, and upstream intend to change its development for
ZF3 by “separating components into individual, versioned projects”, so
the separated Debian packages started for ZF2 are really the way to go.
The zendframework (version 1) package will probably not make it for
Stretch, so if you need any specific component, do not hesitate to
(team-)ITP or RFP it.
