Hi,
If a translation is newer (based on timestamps) than the templates.pot
file, debconf-updatepo is not launched. But this is very often the case,
as the translator usually translates the file after the new templates.pot
has been regenerated. Even if the templates.pot file has not been
modified during the translation, it's worth checking if the translated
file is ok, so I think po2debconf should always run debconf-updatepo.
