This is done automatically in newer releases of systemd via a tmpfiles
snippet (therfor closing for that version) That tmpfiles functionality
is not in v215 though and backporting that to v215 would be a too
invasive change.
Also, we do not enable persistent /var/log/journal in stable.
We could add a note to README.Debian about this issue, but doing a
stable upload just for this is a bit excessive.
