udev is failing to load the firmware for my USB tuner:

After the fix below:

The fix was to add this line to /etc/udev/udev.rules:
SUBSYSTEM=="firmware", RUN+="firmware.agent"
This line was present in hotplug.rules but this file does not appear
to be used by udev.
