When using nice, the priority is specified using an extra '-', for
example '-15' for a positive niceness and '--10' for a negative
value. With renice, '15' or '-10' respectively would be correct.
It would be nice (sorry, couldn't resist...) if the syntax were more
consistent. Especially the opposite meanings of say '-10' is annoying.

The "-NICEVAL" syntax is now deprecated, so nice and renice now have
less dissimilar syntaxes, as the submitter requested.
