I don't think that any package should suggest a particular init system.
This doesn't really make sense: I doubt very much that a user would
switch his init system just because of a particular package, and such
a suggestion may be confusing/distracting.

Unless you know how monit works and how work "particular
init systems"...

AFAIR this has been discussed already, see old systemd-related bug(s?).

Monitoring is not just a "particular package".

They could use different monitoring solution or just ignore
maintainers suggestion.
