The comments on dns_defnames in the config file state:

#  TAG: dns_defnames    on|off
#       Normally the 'dnsserver' disables the RES_DEFNAMES resolver
#       option (see res_init(3)).  This prevents caches in a hierarchy
#       from interpreting single-component hostnames locally.  To allow
#       dnsserver to handle single-component names, enable this
#       option.
#

#NOT IN 2.3#dns_defnames on

First off, the meaning of "NOT IN 2.3" is somewhat opaque.  I assume
that it means this option was added in 2.4 however...

The more significant problem is that, when this option is enabled,
squid complains that it is unrecognized.  Checking the documentation at
squid.visolve.com, I discovered that "This option is only available if
Squid is rebuilt with the --disable-internal-dnsoption."

If the default debian squid is to ship without
--disable-internal-dnsoption, the comment should be amended to state that
"This option cannot be enabled unless you download the source package and
rebuild squid with --disable-internal-dnsoption.  Detailed instructions on
how to do this are in /usr/share/doc/squid/..."  It should also reference
the append_domain option as an alternative to recompilation.

This bug should have been closed a long while ago.

As explained by previous maintainer that comment was added by the
upgrade script. We don't ship versions prior to 2.5 anymore.
