fai-divert currently fails silently if dpkg-divert is not available. Thus
changes made, e.g. in updatebase [1], are not reverted as expected.

[1] invoke-rc.d can fail unexpectedly, because it uses policy-rc.d if
available. Yet as policy-rc.d is never removed because no diversion is added.
