In Debian VCS:

This causes now, for example, that libsdl2-mixer fails to build from
source due to not being able to find "modplug.h" (#725564).  Also
affected other reverse-deps:

Can you please say if this can be reverted, or if you think that it's
better to keep it as it is?

Not all of them do, but there are many well-known packages with
headers in subdirs of /usr/include, e.g. /usr/include/qt4, which emit
-I${incdir} in cflags, like:

/usr/lib/pkgconfig/valgrind.pc
-I/usr/include/valgrind

/usr/lib/x86_64-linux-gnu/pkgconfig/QtGui.pc
-DQT_SHARED -I/usr/include/qt4 -I/usr/include/qt4/QtGui
-I/usr/include/qt4/QtCore

/usr/lib/x86_64-linux-gnu/pkgconfig/glib-2.0.pc
-I/usr/include/glib-2.0 -I/usr/lib/x86_64-linux-gnu/glib-2.0/include

/usr/lib/x86_64-linux-gnu/pkgconfig/libdrm.pc
-I/usr/include/libdrm
