Removing exim also removes at and mysql-server.
You can't remove exim without also removing at and mysql-server.
This is really bad behaviour.

It's entirely expected behaviour. The problem isn't that you're removing
exim, it's that you're removing the package that provides the virtual
package mail-transport-agent, on which at etc. depend.
The intended, and logical, solution is to install another package that
provides mail-transport-agent - for example, postfix or sendmail; that
package will then replace exim.
Closing as this isn't a bug.
