There are actually problems with the wtfpl and its sufficiently unclear
that this can cause problems for some people. I had also considered
changing this to either CC0[1] or Fairlicense[2] but again they have
limitations.
Also all three are not widely used and dh_make only takes the more
popular licenses.They could be argument that, say, MPL should be added
first.
What I will look into is adding a custom option to the license choice
and letting people choose the template file they want to load in.
You could then do something like:
dh_make [other flags] -c custom --copyright ~/mylicense.txt
