midori build-depends on python-docutils, but as far as I can see it doesn't actually use the package in any way. docutils was needed to build user documentation, but the documentation has been removed in 0.3.3:

I am closing this bug because the latest Midori (0.5.11-1) does not
depend on python-docutils anymore.
