The original issue, and the original versions, are long gone, so I'll
close this bug.

Note: Later changes in packaging affect this (start the agent or not),
for instance commit 4c13aed7d4a14ca0c89fc4a9b351300de565cc37 in the
packaging repository, in puppet package version 3.7.2-3.
