Severity: important

puppet produces a report for dry runs without indicating that this was
not applied in any way. Usually I would assume that a no-op would try to
do only really necessary things, in this case the catalog run and file
retrieval. Sending a report back as if it was sucessfull does not match
this.

Please run puppet agent (or puppetd, previously) with "--report false".

A report to the master will otherwise be sent, with the number of
changes not made to the local system, due to puppet agent being run with
--noop.
