Since this package is entirely arch all code, there's no need to build-depend
on python3-all-dev. It should be python3-all, similarly python-all
build-dep should be used for python(2). Use of python3-all-dev makes the
package appear on the python3.5 transition tracker [1] as a candidate for a
rebuild it clearly doesn't need.
Since we are planning on starting this transition soon, it would be nice to
see this fixed.
