gnome-flashback saves state only few applications to run they back
during next gnome session (especially for MATE environement) e.g.:
* mate-terminal
* atril (MATE document viewer)
and doesn't save e.g.:
* gnome-terminal
* evince
* eom (Eye of MATE graphics viewer)
It worked in Debian 7.9.

gnome-flashback has nothing to do with saving/restoring sessions.
You probably want to file this against gnome-session or mate-session.
Also, please do not file bugs against package versions in Debian stable,
without checking whether the bug exists in sid. It makes no sense as we
only fix critical bugs for stable releases.
