Both the python and python3 bindings are arch all, but still depend on the
development headers packages (python-all-dev and python3-all-dev). They don't
need to do this. Python-all and python3-all is sufficient. Dragging in extra
depends makes the build take longer and causes this package to show up on the
list of packages needed rebuild for the python3.5 transition [1] when that
does not appear to be the case.
